A driver may not exceed posted speed limits on highways. (Veh.C.22348). If a driver exceeds 100 miles per hour, they may be guilty of additional punishment. The driver may be subject to excessive fines and suspension of driving privileges. If weather conditions are present, a driver is to act within reasonable or prudent care regarding visibility, speed, and dangerous conditions. There are minimum speed requirements subject under section 22400, which require a driver shall not drive at such a slow speed as to impede or block traffic and cannot unreasonably stop their vehicle.
